Not necessarily. Most old bluegrass music is public domain. You can pretty much do whatever you prefer to do with this music.
There is a group of banjoists who post their mp3s on a site called Banjo Addiction, but one of the prerequisites is that all tunes must be public domain, so they don't have to get tied up in the costly licensing process.
