If we're talkin' composers.......there are many good ones, and mind you, some folk singers are better performers than writers.
Here's some great songwriters:

Christine Lavin
Phil Ochs
John Prine
James Taylor
Joni Mitchell
Bob Dylan

Gordon Lightfoot is a top-shelf writer. 1) Look at how many songs he's written, and there are no "fillers". 2)The pure imagery his words paint when combined with his music - you can envision the whole story.
