Right the "WB" (Walter Borderstone) you more or less sussed it out
Actually My UK Collins Concise English Dictionary says as part of the definition of the word cover:
"28.break cover. To come out from a shelter or hiding place"
this is thus the opposite of
"27.take cover. to make for a place of safety or shelter"
which brings back memories of a 1944 German air raid and running to my grandfather's air raid shelter buried under his lawn, and seeing a house next morning up the road with its roof blown off
