He DID have one, inside his right forearm, since removed. As was posted in the newsgroup somewhere or other (1997):

- "Tattoo": The tattoo is still below his right bicep, but it doesn't look much like a rose any more (it's pretty gnarly and faded). He had the tattoo done in a hangover fog, as a tribute to Cathy Coonley, on the notion that it would patch things up between them. It didn't.

Can't say when, exactly, he had it done - others here may have more info - but my guess is late 70s, early 80s.
