I think it's tongue firmly in cheek - possibly poking fun at his own countrymen and their view of "The People's Republic of Canada", (as one idiot put it during the Obama presidential campaign). This could get real political, I suppose, with respect to the American psyche post-911, but from what I read on this forum, The Bard still manages to get American asses into American seats and play their favorite "toe tappers". You go, Gord....
