Googling and binging, I was able to find out that the picture was taken by Ottawa photographer Tony Fouhse.

14. Of the public figures you've photographed, who least matched your idea beforehand of what they'd be like, and in what way?
"I try to go in without any preconceptions, but I would have to say Gordon Lightfoot. When I photographed him, a number of years ago, he'd had a stroke and was very fragile. He could hardly stand and he seemed to be lost in his own head and had to take time out from the shoot to go and pull himself together. In the end, I got what I thought was an amazing photograph, but when his manager saw it, he said "We never want to work with that photographer again." I think it was maybe a little too honest."
