Was a 15 minute series of short films for children.
I'm posting this not because of the show itself but for the music that's being heard here.
There's a few songs sung by an artist who I don't know his name but he is seen in the film and while it's possible all this was for this episode he probably was a recording artist and these songs including the instrumentals could of been stuff he put out on his own.
Another film has a piece called Supercharger which I remember seeing in a toy car commercial in the 80's and NFL films has used it as well.

With the bad weather this sort of reminds me of warmer weather.
