Having watched his show, it's my humble opinion that he must have banged his head much harder and on repeated occasions early in life, during his development phase.

I've always thought that Conan looks like Hermey, the misfit elf so what I think really happened here...is that Rudolph tripped Conan while he was running down the stairs :p
